UTXO Watcher subscriptions.

Block-by-block scanning of all new transactions to find a "spending of utxo".

The tracker should be able to register a "utxo_watch" request. Any transaction that spends that utxo will trigger a notification to the subscriber.

Both the taker and the maker would subscribe to the tracker for this.
