Even on the standard reference platform (i.e. Pixel) the power management dialog in Rethink is broken:

As of 0.5.5t it does not check for correct background data / battery management setting at application launch on all platforms. It only prompts to set background data if i press the Stop / Start button — and even then, the activity does not complete:

It also says “PROTECTED” when the VPN is not set to “always on” and “Block connections without VPN” is not enabled — so it begs the definition of protection.

As described on the Battery Optimization site which you mentioned earlier, some device vendors that compete primarily on the basis of battery run-time specifications have substantially modified the standard Android battery controls & power management strategies in a variety of unexpected & undesirable ways that deviate far from the reference standard (which we already do not support correctly.)

I dont know if its better to use a battery management library which addresses those device-specific quirks, or something like Shizuku / Dhizuku that would provide some administrative privileges in a more standardized fashion, or granting permissions via an ADB helper application on desktop. I do know that some banking & finance apps will refuse to run if they detect a root-like environment or an app with administrative privileges.
