Description

When navigating to the Feature Flags page under Admin, we cannot see the entire list of users with user-specific permissions. Only when you go to a specific user account who has permissions, and then navigate back to the table, does it show up within the list (this makes more sense when you watch the video).

Note: Dave mentioned it references Redis/caching?

Steps to reproduce

  1. Go to Admin -> Feature Flags -> Scroll down to the "User Specific Feature Flag Control"
  2. See error: there isn't a list of all clients that have these user permissions enabled.
  3. On the left, go to "Accounts", search Abi's cds account
  4. Go to "More" -> Manage User permissions
  5. Observe Abi has user feature flags
  6. Go back to feature flags
  7. See error: Abi has now been added to this table

Expected behaviour

We should see a list of all users that have any kind of user-specific permissions.
