ERROR : Service 'iip' failed to build

I was trying to install Distro using docker. I got the ERROR: Service 'iip' failed to build

To Reproduce
Steps to reproduce the behavior:

• Install distro

Expected behavior
Installed without the error.

Screenshots

Desktop (please complete the following information):

• OS: Ubuntu 18.04,
• Docker Version 19.03.6

I found on the slack group that many people are facing the same problem but changing the internet ISP solves the problem sometimes. I think we can resolve this by using tagged image for the error causing debian packages.

It would be great if someone could establish a pattern on when this fails and what we could do to mitigate it.
That said, as a stopgap, we have a prebuilt image of iip; replace the iip section with the same section here.

I don't understand we are already using prebuilt image

@lbhnsh A good first step would be to see if you can replicate the issue yourself.
