Initial Tasks for Codeowners

• Confirm that the CODEOWNERS file is correct or create a PR
• Confirm that the MAINTAINERS.md file is correct or create a PR
• Update the scope section within README
• Create first issues to work on (e.g. an initial API draft migrated from EdgeCloud)

Additional for new independent Sandbox repositories:

• Monitor the creation of wiki page for the repository and update accordingly in the README
