Include Docker image generation for vanilla maxima-jupyter

• Add image generation make targets
  • Do a git clone in the Docker dir, to pull in the project's maintained Dockerfile
  • Annotate README with version numbers from build (Arch Linux release, Maxima version, SBCL version)
• Bump micro version number
• Add release targets
• Update global targets
• Rebuild base image with the latest
• Rebuild all other images
  • Annotate README with version numbers for Java, Clojure, and Go
• Update README with additional image stats (and any updated stats) as well as new usage for vanilla image
