Erroneous issue reports filling up the issue tracking list.

The vast majority of 'issues' listed on this issue tracker, were posted in error by people who misunderstand what the site does.

I believe a more prominently visible & very brief preamble explaining what is & is not a legitimate site-related issue, should (?) help cut down on the noise at least a bit?

The repository owner was blocked on GitHub (the repository survived only thanks to a complex ownership structure through the btdig organisation), so no one here has administrator rights to perform moderation.

I see many dozens of forks, but advanced beyond this one, & only one that looks vaguely coordinated, long inactive...

Perhaps a maintainable fork (on a non-Microsoft site) is in order?
Unfortunately I myself am no kind of coder\developer...
