[Feature] Local json for titleIDs that are not in the titleDB (such as homebrew and forwaders #525

Is your feature request related to a problem? Please describe.
Some games and DLC are not int the titleDB, and do not get named correctly when using the organize function. (Waifu Uncovered[0100728013024000], Waifu Discovered 2 Medieval Fantasy[0100A01016F48000], Super Smash Bros. Ultimate [Spirit Board Challenge Pack 1 -Challenge various Spirits!-] [01006A800016F065], no longer match anything even though they're still in the eShop)

It would be nice to allow users to have a local json they can provide that will provide information about titles NOT in the titleDB. This local JSON could be something in the same format as the official titles.json but only for local users to use for their homebrew,
Describe alternatives you've considered
i manually added to my local copy of title.json and it worked, however it gets overwritten frequently
