API / Config Switch to control Auto Tracking Objects

One of the challenges I noticed surrounding auto tracking is that the camera gets "stuck" and caught on a stationary objects after briefly losing sight of the tracked object.

What I hoped to do was to temporarily turn off auto tracking of specific objects, so if I start tracking a "person" on my spotter camera, I would trigger a call to disable tracking of cars and point my camera at a zone.

Currently if I want to change which objects I track, I have to reboot frigate after making the config change which is not ideal.
