CLI Command for validating the config

Hi there,
Before opening an issue, I wanted to verify here with the community. I wanted to request (maybe I can also implement) a command for the CLI, to validate a configuration file. This can be useful, when initializing/updating biome in a project. Also, it can be useful whenever updating biome to quickly check that the configuration is still valid. I think that running the format/ci/check etc. triggers also the validation of the config (am I right?) but I think it would be nicer to have a dedicated method. Further more, the implementation should be simple.

Doesn't rage work for you? It already reports if the configuration file has errors or not

Hi @ematipico, I did not know that rage printed also the status of the config. I think it is enough. Thanks 😄
