Build an MCP interface for Biigle

We discussed to integrate an MCP to let users use AI to get data from Biigle. A first use case to test this was to get a report and manipulate it, e.g. get the csv report but remove the user_ids or download the coco report and convert to yolo format.

Further down the line allowing to add/manipulate data should be evaluated, e.g. I have this label tree in an unknown to Biigle format, import it to Biigle.

For now we decided to keep this separate from the "BiigleBot"

For development, use something like MCP Inspector to test the endpoints without an actual LLM.

Another random thought: The MCP endpoint for reports should be some kind of "report builder" interface, not the reporting interface that returns the actual data. The report will still be generated in a separate job and sent as file as it is done now.
