Merge overlapping annotations that share same label

When using tools like Magic Wand or SAM, the generated annotation may cover only part of the region of interest. User must then create another annotation(s) to cover the remaining region(s). This could lead to multiple overlapped annotations with the same label. It could be useful, if we provide a merge option for annotations that overlap and share same label to create a new annotation.

They don't even have to share the same label, we could merge these, too. Editors can only merge their own annotations. Experts and admins can merge any two annotations. We only have to be careful with adding a new button to the toolbar. Maybe we can add a generic "edit annotations" button that could have a submenu with the "attach label" and "move" actions?
