Prod - Director shows invalid appointment date

Description of issue:

• Director appointment date might show one day later.
• In this case the Incorporation Date was March 12, but the Director shows appointed on March 13.
• Potentially caused by the handling of the UTC date format

To Do List:

• @argush3 confirmed that data was migrated correctly from COLIN.
• This could be caused either by front end UI, or backend API
• Determine what is causing it and remediate it.

Impact - Major, because is in Prod

• Any Director appointed less than 8 hours from midnight would show an appointing date which is one day later.
