Add default Info.plist for bundle packaging rules where Xcode supplies defaults

Follow up of #2919 , we've added defaults for ios_application, macos_application, tvOS_application, visionos_application and watchOS_application ruleset, we should extend this more for all the other bundle packaging rules. Creating this issue to track that work
