Limited amount of golden tickets?

It would be great to be able to limit the amount of active golden tickets available per board/globally. I'm using fizzy for feature requests/bug reports with quite a chaotic client and it's not really possible to ask them to keep the amount of golden tickets low. They are basically making 90% of the tickets golden ;)

Definitely nothing critical, just a nice thing to have.
