OWS Common formatOptions hardcoded value

Just verify that it either should be 'text/xml' (and I don't believe that to be the case). Could be a difference in the HTTP methods - the POST is always some KVP/xml submission so that could be okay. 

Note, there's also an issue with this in one on the WFS classes (verify that!).
