AWS::ElastiCache::ParameterGroup should support updates

Scope of request

AWS::ElastiCache::ParameterGroup is already supported as an immutable resource. The resource should be extended to support updates.

Expected behavior

In Update, it shouldn't fail. Current behavior is:

Update to resource type AWS::ElastiCache::ParameterGroup is not supported.

Another bump to see if this will be implemented soon as it makes Elasticache Parameter Groups pretty useless in CloudFormation.

Any updates on this?

Supporting this feature will reduce the churn CloudFormation and CDK users are currently facing. It will be great to know if it can be available in 2020. Thank you!
