Recommended way to override global ignore?

I have a large repository where the majority of files want to ignore a bunch of rules. But, I'd like to start turning those rules on for some directories within the repository. What is the recommended approach to accomplish this?

It appears that the global ignore defined in tool.ruff.lint takes precedence over the per-file-ignores. I am able to accomplish this using a new pyproject.toml in the desired directories. Is it possible to do this in a single file to ensure that other settings (e.g. line-length and quote-style) stay consistent?

I think you can use per-file-ignores exclusively with negative patterns to ignore them in all folders except the once you allow listed.

The alternative would be to have different ruff.tomls in these directories and extend from the base configuration.
