Is info Failed to converge after 500 iterations in ... with rule codes B018 ... always right about rules that cause problems?

I see that problems happens with specific rules, but this is not true, and rules that causes problems are E302, I001

is this a bug?

I think that's the list of violations from the final run. My guess is the file is oscillating between I001 and E302, and only one violation is present at a time. If never of those rules were in the output, I'd be more concerned.
