Is there any documentation available for this API?

Unfortunately not, as this is more of an inofficial API right now. However, the Interfaces provided directly by the Payone platform are available for download in the Payone Merchant Interface.

This package also doesn't have a licence published, what licence is this then?

As we're currently somewhat unclear about the status of this project, we don't have agreed on a license yet. I'd prefer to end up with something like MIT.
