Introduce coin consolidation checks #873
Description
- Introduce computing the wr (from the new fee system) for offchain txs. The notable additions is probably adding 2 new vars: the minimum wr of a coin and the maximum wr of a coin to see the
wr_inputs_delta - Introduce a (config enabled) feature where we either:
- Disallow such consolidations
- Introduce a new fee formula for offchain txs (alongside the feerate fee), probably based on
wr_inputs_delta
out of scope but very important to follow up:
- if this offchain fee is paid, we use it as a subsidy for vtxos descended from this offchain tx, split according to ratio similar to the
wrtracing
