Is there any way to set up a template-level exit handler that is not cancelled even when the workflow is stopped by argo stop?

If I understand correctly, a workflow-level exit hook runs when the workflow is stopped by argo stop, but template-level hooks get cancelled in such case. Is there any way to run finalization per template even when the workflow is stopped?
