💔 Fix scanning ubi9 images⛓️‍💥

RedHat removes content sets fileы from ubi9 images.
That is why Trivy returned error for these images.
We fixed these error.

💾 Use mirror.gcr.io for trivy-db and trivy-java-db ☕

Recently, users often see TOO MANY REQUESTS error when downloading trivy-db or trivy-java-db.
This fix added mirror.gcr.io as the primary repository for the databases.
ghcr.io is still used, but as a secondary repository.
