Please include patch versions for all tags

1.1 pre-release is out, but it's tagged as 1.1. SPM sometimes has issues with simpler versions, so can we ensure all releases include the patch version? 1.1.0 can point to the same commit as 1.1 (I think, wouldn't be surprised if SPM gets confused).

I've seen that very failure (partial semantic tag) that causes failures to resolve with SwiftPM previously as well. I just checked with Swift 6.1 and 6.2, and fortunately both resolved to 1.1.0 correctly
