Deprecate and remove bin/oay

Hello everyone.

We started oay as a cool idea to let users access different storage services via a single gateway, but the project never gained traction and has had no real users.

Now it’s just dead code lingering in our repo, and we’re forced to maintain broken CI setups. Meanwhile, projects like https://github.com/s3s-project/s3s are growing in popularity. It might be time to stop maintaining this one.

Here are our options:

• Deprecate and remove bin/oay.
• Move bin/oay to a separate repo apache/opendal-oay if any committers are interested in keeping it alive.
