Feedback about the new GitHub issue and PR templates

As the new GitHub issue and PR templates are rolled out, I think it makes sense to start collecting feedbacks and things we notive about them ourselves to be able to iterate and improve them.

• The "What is expected to happen?" first, then "What does actually happen?" order of the bug report template is sometimes a bit awkward as you of course want to start with what is going wrong.
• There is no specific place for "Known workarounds"
• There is no specific place for "This is how I think this should be fixed"
• "Environment, Platform, Device" and "Version information" seem a bit duplicated (where to put macOS anc Xcode version? Cordova platform?), could maybe be unified as "Environment and Version information"

There is a PR that improves/changes the wording: apache/cordova-contribute#25 It also changes how the checklist works and removed that platform things, which only works on platform specific repositories. See over there for comments and discussion.
