Do we want to feed github notifications to zulip and/or a mailing list?

It appears for the ML it is a mere matter of updating .asf.yaml:

notifications:
  commits:      commits@foo.apache.org
  issues:       issues@foo.apache.org
  pullrequests: dev@foo.apache.org

I'm not sure how to configure Zulip but can't imagine it is that tricky.

Regarding Zulip, I think you're referring to http://ursalabs.zulipchat.com. We had to ask Infra to install a custom webhook. They're happy to do that to send notifications to third party-operated platforms

This might also get solved by #31 but I don't think so (I don't think the webhook is listening to the github@ ML but I'm not 100% certain). If it isn't then I'll open a ticket with infra.

@wesm I looked into how the webhook was added for the main arrow repository and it appears they will need an API key for Zulip. Can you help us with that?
