Investigate PR templates

I'd like to see that PRs link to an issue (if applicable, I don't think creating an issue is necessary to submit a PR). Is there anything else we might want to make sure we include in a PR?

I can't think of anything - I was initially thinking that a description of what the PR adds should be included. However, if we're not creating release notes as we're continuously updating things, I don't think that matters. And as a cookbook it's fairly self-explanatory what a new recipe adds.
