Bug: Don't pester the user to sign CLA multiple times in same PR

I noticed in #51 that the CLA script asks to sign CLA after every commit. There's already a blocker in CI from merging, so don't need to post every time. I think most people probably sign pretty early, so I'm going to file this as a good first issue.
