This is the third sub-issue of the Unified Plugin Management System ( #14049 ). It provides a user-friendly web interface for plugin management.

Describe the solution you'd like

Goal

Provide a user-friendly interface for plugin management with real-time status monitoring.

Key Components

• Develop the Plugin List page (filtering, searching, and toggling)
• Develop the Plugin Detail page (configuration editing and node-level availability display)
• Configure routes, menus, and internationalization (i18n)

Describe alternatives you've considered

• Using a CLI-only interface was considered but rejected in favor of a more accessible web UI
• Implementing as a separate standalone application was considered but integration with existing Nacos console provides better UX
