Add comments for necessary "policy" settings #4

First, thanks for your dyndns-update script. It worked out of the box except for one small detail: I needed to figure out on my own which RouterOS "policy" settings it needed.
The tightest I can get it at the moment is read+write+test under 7.19.4. The last is the surprise: without that, it errors out at the :resolve step.
It would be good if each script documented its minimum requirements at the top.
