No auth cause an error on sync after we reset the app

Case:

• Remove "code_assignment" from build.json
• Use Akvo Form Service Server
• Download with Form ID
• Reset App
• Re-download with Form ID
• Fill a submission, Submit

Results: Submission is not synced

I tried the above step and used the force sync feature. That's working fine on my local.
Did you mean for the background task sync?

• After the above update, I have tested the sync submission bg task, and that's working. This change is also included in this PR: Feature/155 repeat question group support #156
