Outdated php_highlight_rules.js

The file php_highlight_rules.js has not been updated in the last 2 years. Since then, there were added various new functions.

Expected Behavior

php_highlight_rules.js is kept up to date with the current set of functions...

Current Behavior

E.g. str_starts_with in PHP 8 is missing...
