fix(guardrails): enforce full parity for all sisters — no exemptions

Revert tier exemptions and compactReady gates. All seven sisters
now pass Tier A+B+C parity and MCP consolidation checks with
their actual implementations pushed to GitHub.

- identity/time/contract tiers restored to A,B,C
- Remove compactReady:false from consolidation contract
- Remove compactReady skip gate from check script
