Hey, not sure it's a bug to be honest, the sea link does not count as regular track from which you are connected to Lisboa so that's why you couldn't later extend it to 3 way on Sines.

But how am I supposed to connect to Sines?
Is it only possible, after Sines has been connected as a town, to connect from the ocean while urbanizing Sines?
Becaus if it's not connected before you can build sea link + town tile as usual paying for exits (if I have read the rules correctly that is :) )

I took another look at the rules and a thread on BGG and it just isn't so clear.

But let me answer from technical perspective - the sea route between Lisboa and Sines is not treated as a track now but as an intercity connection (I know, even though Sines is not a city). What this means is that you can move goods through it but you need to be connected via track to Sines first. In your game this was already completely blocked by msanjay.

This map is super tricky in terms of rules so you might be right but unless they are clearer I wouldn't 100% agree you could have done the move you intended. At least choochoo is not coded in such a way right now for this map.
