Stabilise `ClientSettings.json` variables

Stuff that has been around for a WHILE is somehow not in 2021E.
Examples: Being able to call .PlayerGui on a server, ServerScripts on the client, Size minimum being 0.05, 0.05, 0.05
Is there any solutions?

I enabled the flag for PlayerGui to be accessible by the server. If I'm not mistaken, it should be in the latest *-binaries version.

As for the rest, help me find the appropriate FFlag values and stuff. I'll probably get there eventually.
