Bulk imports disables identification if no annotations were automatically created

Expected behavior
If a researcher needs to manually annotate encounter photos missed by the detector that were uploaded by bulk import, they should be able to send all of the encounters to identification from the bulk import page.

Current behavior
Identification is disabled if the detector doesn't automatically add annotations for any photos in an import.

All encounters are manually annotated, but the Identification button is disabled if they try to do it from the bulk import page. They currently have to start a match from the encounter page for all of their imports because this viewpoint isn't represented in our training data.
