Notification configuration presets based on user role #18437

Describe the problem
The notification configuration page is challenging to configure, see e.g. #18419 (comment)
Solution brainstorm
Allow selection of presets that configure a recommended set of notification settings for different user roles. For example:
- Translator
- Maintainer
- etc...
A list of profiles and the actual settings for each profile would need to be defined.
Describe alternatives you have considered
Consolidate the different notification event types into more generic categories.
