Discovery API should be automatically reindexed if index is lost

Currently, if the Dataset index in Discovery API is lost, a new one is created on the application startup. However, when a new Dataset Index is created, re-indexing does not occur. This card to to have re-indexing occur automatically on startup only when the dataset index has been recreated.
