Andi breaks secrets references on republish #1271
Description
When republishing a dataset with "secret" extract steps, Andi sends the wrong references to the secrets in Vault. This breaks reaper's ingests as it cannot retrieve the non-existent secrets.
Steps to reproduce:
- Make a dataset with secrets
- Verify its ingesting in Reaper
- Republish the dataset with minor changes
- See that it is failing to retrieve secrets in reaper's logs
