Create tests and a GitHub action for Tools

For many of the tools, this would use pytest. Need the following:

1. Unit tests (quite probably, CoPilot can generate these).
2. Regression/integration tests, generating output files that can be compared against canonical ones, for example.

If a test harness is possible for GUI testing, great; otherwise, we'll just test everything headless.
