[DATA] Add WaPOR data from FAO #3754

WaPOR from FAO has quite a lot of useful for decision making. WaPOR was presented at FOSS4G 2024 Europe. It would be nice GeoHub can import them from WaPOR directly.

WaPOR v2 supported OGC, but v3 seems not supporting OGC api. also v3 open data license is not very clear according to Hans. We need to make sure what API and open data license it is using.
