create a new catalog: nhp_test

might be useful to have a complete duplicate catalog of nhp which is a dev/test/staging (?) area for changing workflows.

ideally, it would:

• use a much smaller subset of data so it would be much quicker to develop with
• cover all of the possible parts of the data (e.g. have data so every mitigator can be present at least once)
• use synthetic data so we can share with others

those 3 goals are listed in an order of useful priority, so we may not achieve all
