Ensure there are no null/na values in model data extracts

https://github.com/The-Strategy-Unit/nhp_model/issues/412 has patched an issue where some fields are extracted with null values.

We should handle missing data in the extract stage, potentially erroring out data extracts that contain any NA's that aren't expected.
