Redesign the parser to use machine learning #554
Description
Redesign the parser from the ground up to use machine learning instead of pattern matching. This will allow us to take advantage of far more accurate results while supporting a lot more schools.
Obviously this issue is NNL. Just making it as it's still something we'll want to do in the very distant future.
