Build system?

Should we ship a build system? Or is that too dangerous or usage-specific?

• If too dangerous, we could just do one that shows you what would change with Add highlighting for Plan output #68
• If too usage-specific, there's really not much to be done but close this.

What would you imagine the build system to contain, i.e. which command and variants? Probably not for 2.0 either way.

I had imagined

• terraform validate (maybe redundant, since Plan also validates)
• terraform plan
• terraform apply (maybe dangerous?)
