Fixing Issue/PR templates 

Hi!

The [Issue template](https://github.com/StudentCode-in/Scodex/tree/master/ISSUE_TEMPLATE) (is not working) and the [PR Template](https://github.com/StudentCode-in/Scodex/blob/master/pull_request_template.md) is to be placed in a `.github` directory. 

Will be working on it.
