Recipe doesn't exist on latest neoforge version 1.1.0

using just create and createhorsepower, the recipe for such doesn't exist or isn't working. it seems to exist in earlier versions but is missing for 1.21.1 neoforge.

Still seeing this issue in version 1.21.1-1.1.0 on neoforge 21.1.228.
