Turn fog runtime assembly placeholders into real workspace assets

Turn the merged fog runtime placeholders into actual assembly assets.

Scope:

• decide the canonical workspace/manifests location for fog-capable lanes
• wire local-storage values and fog-agent values into the repo’s preferred assembly structure
• add runtime dependency/acceptance notes for workstation vs cluster lanes
• capture how this repo consumes substrate, ignition, and conformance outputs without redefining them

Acceptance:

• fog assembly assets live in the repo’s canonical integration layout
• the repo clearly points to the merged upstream fog contract/substrate/ignition/conformance lanes
• operator-facing runtime assembly is less placeholder-driven
