Release new version of design paper

The latest published version 0.4 of the design paper doesn't include, at least, some fixes that were already pushed to the main branch of this repo.

For example:

• place holders appearing in the final text: [[add an xml example for consistency]] / [Why not just use ABI? - I speculated]]
• Privacy, User-Interface and Availability in the "Advantages of Tokenscript" section are empty.
• typos: mor instead of more, toke instead of token
